This will be an opportunity for us to introduce Officer Altenes, our newly appointed Community Liaison Officer within NSLPD, to discuss current events in our city relating to crime and discuss some things each of us can do to protect ourselves, our homes and our neighborhoods generally and during this holiday season.   Please join us and bring your neighbors along.

Suspicious White Van INFORMATION

Please be on the look for for a suspicious van. It has been spotted several times near the Spectrum Elementary School. The  license plate number is B179JV.  It has been described as a white, old van with no windows, with rust on the side. One of our parents had notified local authorities, but we wanted everyone to be aware of the situation.

Please take this opportunity to talk about not getting into stranger's cars with your kids. Lets do  everything we can to keep everyone safe!

Hi Neighborhood Watch Groups,

I have another BOLO (Be On Lookout) for you. We have had two burglaries in the past week where someone entered two residences through unlocked doors (one a garage door) and stole items. In one case, it looks like entry may have even been made during the night while the residents were asleep. This is especially scary. Criminals that will do that are particularly desperate. West Bountiful also had similar burglaries. Two suspicious vehicles were seen in the area prior to the burglaries, and they may or may not be related to the burglaries. The vehicle were described as a maroon Ford Taurus with Nevada plates, Hispanic male driver and female passenger, and the other was a large red dump truck with an Asian male driving. The vehicle had no logos. Both asked a resident about selling her vehicle (the car was not for sale).


The word is - - - if you notice either of these vehicles in the area, please contact police immediately. Even more importantly, make sure all doors and window are locked, including the garage door and any man doors that go into the garage.

Message from City Council Uniting Neighbors

Dear Friends of Uniting Neighbors,


This email is being sent to all those who have attended Uniting Neighbors in the past months. I hope this email finds you all well. I want to thank you all for your attendance at Uniting Neighbors and for your efforts to make our city a better place to live (and work for some). Again, we apologize that our guest speaker this month fell through, but appreciate your attendance and the good discussion we had. I know many of you have specific interests in Emergency Preparedness, some in Neighborhood Watch and our hope is that over the coming months we can all help each other have a greater interest in both. The Goal of Uniting Neighbors is to help residents to be prepared for whatever emergency may come upon us.

As you all know, Marty Peterson is working feverishly to ensure each of your local area (church or neighborhood units) preparedness plans correspond with the City plan, to get residents educated about the plan and ensure it is implemented city wide. Please help us in encouraging your neighbors to attend UN meetings, to get involved and be prepared.

We are also trying to help residents get Neighborhood watch groups organized city wide. We have some groups established and functioning, but other areas do not hve any presence. If you are intereted in getting a group set up, we are happy to help, offer ideas, or attend a startup meeting, just let me know.

Please remember that Uniting Neighbors is the 2nd Wednesday every month at City Hall. Kent, Marty and I are working on getting some classes and training set up that will be beneficial and interesting to all. Please plan to join us and please invite your neighbors as well. In March, we are planning to have Officer Everett (our Gang Enforcement Officer) attend to provide training on Gang awareness and a discussion on what is happening in NSL.

Finally, if you are a Neighborhood Watch Coordinator, would you please let me know. We are trying to determine who the watch coordinators are.

I want to take this opportunity to wish you all a Merry Christmas and wish you all the best in the new year.

As many of you are aware, our city has seen more than its share of burglaries over the past few months. Let me thank all those neighborhood watch groups and our police depart for all they are doing to clean up the problem. For you information, our city has now established a Tip Line for anyone to report suspicious activity and tips on crimes that have occurred. it is (801) 335 –TIPS (8477) or by email at TIPS@nslcity.org.

For those who do not have an active neighborhood watch group in their neighborhood and would like assistance in getting one started, feel free to contact me for more information and/or help in setting it up. The Uniting Neighbors committee will also be hosting a discussion on protecting our homes and neighborhoods from thieves and crime this coming month. Our Police Chief has arranged for a guest speaker to give a firsthand account of what a thief looks for and how to discourage thieves. This will be a great opportunity to build awareness in our city. Please invite your neighbors, watch groups and anyone interested in attending on January 12, 2010 at 7:30 pm at City Hall.

Finally, for those who have not seen it, I have attached hereto a flyer that was recently prepared which contains a number of things you can do to better protect yourselves and your homes. Lyndhurst Break-In

Hello neighbors,

I just wanted to inform all of you that there was a break in that occurred on Lyndhurst today, probably around 11:30 am. The police said this was the second daytime break in in the last week and a half in North Salt Lake. If any of you saw or heard anything suspicious around that time, do not hesitate to call the police. Please be vigilant in keeping watch and an eye on your neighbors houses, as well as remember to keep you outside lights on at night. Thank you!

Be On The Lookout!

Attention all Neighborhood Watch Members!




Last night around 4:45, Mila Higdon (12 yr-old living on Woodstock) was riding her bike around the church when a red four-door car driven by an older man (white hair and balding) wearing large sunglasses followed her around the building and home along Foxboro, Wilton, and Woodstock to her home where she saw him wave to her before driving away. She felt uncomfortable and we know it wasn't our neighbor, Dennis Cook. Nor does the description fit any of our neighbors. The car was also spotted on Monday afternoon cruising through our area around the same time of day. We've contacted local schools and the NSL Police. We just don't want the kids out on their own right now. Just be aware and on the look-out. If you do see a car and driver matching this description, please get the licence plate, time, location, direction of travel, or anything that could help us find out who this person is.

April Foxboro Town Meeting w/ Gang Unit Officer

Hello Neighbors!
We had an amazing meeting with our new gang enforcement officer. I wanted to pass on the notes that I took for those of you who were not able to attend this informative meeting.

*Announcement of our new Chief of Police as of May 1, Craig Black. He was also in attendance.
*Recent activities: tagging, break-ins, fights.
*Currently discussing the safety of the green space. If you have any suggestions such as lighting the space, please let us know.
*Please remember to follow ALL laws when patrolling and do not be alarmed if YOU are pulled over by the police. They are doing their job and we definitely look suspicious driving slowly through the neighborhood at odd hours!

Presentation by Officer Everett, gang enforcement. NSL Gangs 101
*Types of gangs in NSL: Hispanic, Polynesian, White, Middle Eastern, Black, and Asian
*Clothing to look for: Bandannas hanging from clothing, or on head-black, white, brown, red, purple, green, or yellow.
Belts-canvas type, worn with it hanging extra long, buckle may have #013
Uniform-creased pants, flannel shirt-modeled after 60's style prison uniform. Sports jerseys, shoes-Nike Cortez shoe or Chuck Taylors.
*SPECIFIC GANG TYPES IN THE AREA
Hispanic gang history: Surenos- affiliate with blue, shaved heads, #13=La EME or Mexican Mafia (who are their "Shot callers").
Norternos- red, #14=ENE, shaved head with long 'knot' of hair hanging down the back middle of head.
Unafiliated- any color, Utah gang
Middle Eastern- red, terrorist organization names, but no known terrorist threat.
Polynesian Gangs- Tongan Crip Gang TCG- blue, bandannas on left.
USO Outlaws- no colors
Juggalos- ICP Insane Clown Posse music group(also uses the symbol from this music group, "hatchet man"), no known leadership.

Graffiti: We looked at graffiti examples and learned how to read it. It is different from 'tagging' that is more an art expression and not always associated with gangs. Although, some gangs start as Tagger Crews.

Because of Stewart Harman's recent election as a City Councilman, he is stepping down as the Area 3 Coordinator. We want to take a minute to thank him for all of his hard work and dedication in the Neighborhood Watch program. You're amazing Stewart! Thank you!

Good news is we have awesome replacements Stewart has elected!

Stewart says: "Leigh Okleberry will be taking over as the area coordinator for area 3 and Brett Cook will take over as the area coordinator for Area 2. They will both do a great job and are very motivated to continue the program. I have every confidence that they will do a great job leading our areas. This transition will take a month or two. With this change we are currently planning on maintaining status quo with regarding to patrols. In other words we will continue to patrol as one area, but having two area coordinators will help us in our recruiting efforts and provide better communication.

I have enjoyed being the area coordinator and appreciate the support you have all given me and this program. I have been appointed by the Mayor to the Uniting Neighbors program for the city and will thus continue to be involved with Neighborhood Watch."

Thanks again to Stewart! And welcome aboard Leigh and Brett, we look forward to working with you!

North Salt Lake gets new gang officer

When Gina Catenzaro moved to North Salt Lake, she thought she was getting away from gang activity that plagued the west Salt Lake City neighborhoods where she once lived.

But during the past few years, Catenzaro and other residents of North Salt Lake's Foxboro neighborhood have noticed an increase in gang graffiti on the white vinyl fences that crisscross the fast-growing development on the city's far west side.

"It's not anything huge and there are no major crimes going on, but I think we all wanted to nip it in the bid before it gets too bad," said Catenzaro, an area coordinator for the Foxboro Neighborhood Watch.

North Salt Lake Police agree that's a good plan -- and a new stimulus grant of $175,750 will help the department support the costs of a full-time designated gang prevention officer.

The federal funding will cover the officer's salary, benefits, vehicle, equipment and training for two years. After that, the city will continue to fund the position, said police spokesman Mitch Gwilliam.

Gwilliam said a big part of the new officer's job will be assisting neighborhood watch groups, like the one in Foxboro.

"This is an enforcement position, but on a progressive level," Gwilliam said. "We want to help educate the public about the problem before it gets any worse than it is."

Gwilliam said the department is by no means overwhelmed with gang-related cases right now. "But we would be foolish to say we don't have a problem at all," he said.

Catenzaro believes the addition of a gang officer could be a deterrent to groups that have been pushed out of Salt Lake County during the past few years of dedicated enforcement there.
"If it scares some people off, then it would be worth it," she said.

NSL to get stimulus funds to combat gangs

NORTH SALT LAKE — Thanks to a recently awarded Justice Assistance Grant, Davis County's southernmost city will hire a police officer to deal strictly with gang enforcement and education.

The $175,750 grant, one of just a few full grants funded with federal stimulus money, will cover the salary and benefits for the officer for two years, a vehicle and his associated equipment, said North Salt Lake Mayor Shanna Schaefermeyer.

The officer, expected to be hired by early 2010, will work with Davis County's metro gang unit, serve as a resource officer at Foxboro and Orchard elementary schools and will train other officers in gang prevention.

Over the past few years, North Salt Lake police have begun identifying gang-related graffiti, or tagging, associated with eight different gangs, which have apparently begun fleeing Salt Lake County and infiltrating North Salt Lake on the border.

"It's disconcerting," Schaefermeyer said. "We can't let it perpetuate. We can't turn a blind eye to it."

The city's current police force of 16 officers doesn't have the resources or the training to follow up on tagging and do adequate patrols in one of the city's areas of highest growth — the Foxboro neighborhood.

Foxboro neighbors have begun taking steps on their own to form a Neighborhood Watch group and patrol the neighborhood's streets.

"We don't want it to be anything other than a nice, safe neighborhood," Schaefermeyer said.

Shooting in Foxboro

At 4:30 a.m. on October 26, 2009 (Monday morning) we had a shooting in the Foxboro Apartments. While no one was injured, there was some damage to the exterior of one of the buildings. The NSL Police are currently investigating this matter. They have received a few tips they are following. They are looking for two vehicles of interest, one a dark colored small sedan, similar to a Honda Civic and the other a light (white) colored sedan, again, similar to a Honda Civic.

Situational Awareness
For those who were not able to attend last weeks training with John West from Ops Gear, I have posted some of my notes below. Lets all live in Yellow!!

Color Code levels of Awareness

• White. Living in your own world – completely relaxed and naïve. Oblivious to surroundings.
• Yellow. A little cautious. Being aware and knowing what is going on. You look around and notice your environment and situation. Aware of surroundings.
• Orange. You are aware that something is not quite right. Something is out of place and it is time to take action.
• Red. You have identified a threat. It is time to make others aware.
• Black. Confrontation. You may not know what you are doing. Often times people black out unless they are use to that kind of stress. People often experience tunnel visions and can lose their hearing. You must depend on your muscle and mental memory to get you through.
  Fight, Flight or Freeze – When faced with a confrontation, most people have one of three reactions.

Three types of people in the world

• Sheep, wolves and sheep dog
  Sheep – live in white
  Wolves – predators, feed off of others.
  Sheep Dogs – protectors. Have a combat mind set. Living life in yellow.

Know your environment

• As a sheep dog, you can think like the bad guy. Know what is normal in your neighborhood. Do your homework, learn about the gangs in your neighborhood (colors, signs, etc).

Urban Areas and Threat Analysis

• Pay attention to physical demeanor and approach of others
• One who has aggressive movement
• Avoids notice
• Avoids eye contact

Transition Areas

• Pay extra attention in transition areas and these are where you are most vulnerable
• Getting in the car, walking from house or building to car, stairwells, hallways, etc.
• Create distance when you are faced with a threat. Confrontation is not always the first or best step.

Challenge – Live in yellow for a month!!

Keep Garage Doors Closed

Yet another reminder that our garage doors should not be left open, unless we are outside. Last Thursday, the 17th of September, one of the Area 2/3 residents on Foxhollow (in the villages just north of the park) left their garage door open around 5 pm. While they were inside the home, someone walked into their garage, got in their car and stole a purse. The purse contained a credit card which had been charged on within minutes.

We need to remain vigilant in keeping our own homes secure, as well as warning our neighbors when they have left their garage doors open - day or night.
